Mr. Jinnah’s presidential address to the Constituent Assembly of Pakistan
August 11, 1947

Mr. President, Ladies and Gentlemen!

I cordially thank you, with the utmost sincerity, for the honor you have conferred upon me – the greatest honor that is possible to confer – by electing me as your first President. I also thank those leaders who have spoken in appreciation of my services and their personal references to me. I sincerely hope that with your support and your co-operation we shall make this Constituent Assembly an example to the world.

The Constituent Assembly has got two main functions to perform.

The first is the very onerous and responsible task of framing the future constitution of Pakistan and the second of functioning as a full and complete sovereign body as the Federal Legislature of Pakistan.

We have to do the best we can in adopting a provisional constitution for the Federal Legislature of Pakistan. You know really that not only we ourselves are wondering but, I think, the whole world is wondering at this unprecedented cyclonic revolution which has brought about the clan of creating and establishing two independent sovereign Dominions in this sub-continent. As it is, it has been unprecedented; there is no parallel in the history of the world. This mighty sub-continent with all kinds of inhabitants has been brought under a plan which is titanic, unknown, unparalleled. And what is very important with regards to it is that we have achieved it peacefully and by means of an evolution of the greatest possible character.

Dealing with our first function in this Assembly, I cannot make any well-considered pronouncement at this moment, but I shall say a few things as they occur to me.


The first and the foremost thing that I would like to emphasize is this: remember that you are now a sovereign legislative body and you have got all the powers. It, therefore, places on you the gravest responsibility as to how you should take your decisions.


The first observation that I would like to make is this: You will no doubt agree with me that the first duty of a government is to maintain law and order, so that the life, property and religious beliefs of its subjects are fully protected by the State.


The second thing that occurs to me is this: One of the biggest curses from which India is suffering – I do not say that other countries are free from it, but, I think our condition is much worse – is bribery and corruption. That really is a poison. We must put that down with an iron hand and I hope that you will take adequate measures as soon as it is possible for this Assembly to do so.

Black-marketing is another curse. Well, I know that black marketeers are frequently caught and punished. Judicial sentences are passed or sometimes fines only are imposed. Now you have to tackle this monster, which today is a colossal crime against society, in our distressed conditions, when we constantly face shortage of food and other essential commodities of life.
A citizen who does black-marketing commits, I think, a greater crime than the biggest and most grievous of crimes. These black marketeers are really knowing, intelligent and ordinarily responsible people, and when they indulge in black-marketing, I think they ought to be very severely punished, because the entire system of control and regulation of foodstuffs and essential commodities, and cause wholesale starvation and want and even death.


The next thing that strikes me is this: Here again it is a legacy which has been passed on to us. Along with many other things, good and bad, has arrived this great evil, the evil of nepotism and jobbery. I want to make it quite clear that I shall never tolerate any kind of jobbery, nepotism or any any influence directly of indirectly brought to bear upon me. Whenever I will find that such a practice is in vogue or is continuing anywhere, low or high, I shall certainly not countenance it.


I know there are people who do not quite agree with the division of India and the partition of the Punjab and Bengal. Much has been said against it, but now that it has been accepted, it is the duty of everyone of us to loyally abide by it and honorably act according to the agreement which is now final and binding on all. But you must remember, as I have said, that this mighty revolution that has taken place is unprecedented. One can quite understand the feeling that exists between the two communities wherever one community is in majority and the other is in minority. But the question is, whether it was possible or practicable to act otherwise than what has been done. A division had to take place.


On both sides, in Hindustan and Pakistan, there are sections of people who may not agree with it, who may not like it, but in my judgment there was no other solution and I am sure future history will record is verdict in favor of it. And what is more, it will be proved by actual experience as we go on that was the only solution of India’s constitutional problem. Any idea of a united India could never have worked and in my judgment it would have led us to terrific disaster. Maybe that view is correct; maybe it is not; that remains to be seen.


All the same, in this division it was impossible to avoid the question of minorities being in one Dominion or the other. Now that was unavoidable. There is no other solution. Now what shall we do?
Now, if we want to make this great State of Pakistan happy and prosperous, we should wholly and solely concentrate on the well-being of the people, and especially of the masses and the poor. 


If you will work in co-operation, forgetting the past, burying the hatchet, you are bound to succeed. If you change your past and work together in a spirit that everyone of you, no matter to what community he belongs, no matter what relations he had with you in the past, no matter what is his colour, caste or creed, is first, second and last a citizen of this State with equal rights, privileges, and obligations, there will be on end to the progress you will make.


I cannot emphasize it too much. We should begin to work in that spirit and in course of time all these angularities of the majority and minority communities, the Hindu community and the Muslim community, because even as regards Muslims you have Pathans, Punjabis, Shias, Sunnis and so on, and among the Hindus you have Brahmins, Vashnavas, Khatris, also Bengalis, Madrasis and so on, will vanish.


Indeed if you ask me, this has been the biggest hindrance in the way of India to attain the freedom and independence and but for this we would have been free people long long ago. No power can hold another nation, and specially a nation of 400 million souls in subjection; nobody could have conquered you, and even if it had happened, nobody could have continued its hold on you for any length of time, but for this. Therefore, we must learn a lesson from this.


You are free; you are free to go to your temples, you are free to go to your mosques or to any other place or worship in this State of Pakistan. You may belong to any religion or caste or creed that has nothing to do with the business of the State. As you know, history shows that in England, conditions, some time ago, were much worse than those prevailing in India today. The Roman Catholics and the Protestants persecuted each other. Even now there are some States in existence where there are discriminations made and bars imposed against a particular class.


Thank God, we are not starting in those days. We are starting in the days where there is no discrimination, no distinction between one community and another, no discrimination between one caste or creed and another. We are starting with this fundamental principle that we are all citizens and equal citizens of one State. The people of England in course of time had to face the realities of the situation and had to discharge the responsibilities and burdens placed upon them by the government of their country and they went through that fire step by step.


Today, you might say with justice that Roman Catholics and Protestants do not exist; what exists now is that every man is a citizen, an equal citizen of Great Britain and they are all members of the Nation.
Now I think we should keep that in front of us as our ideal and you will find that in course of time Hindus would cease to be Hindus and Muslims would cease to be Muslims, not in the religious sense, because that is the personal faith of each individual, but in the political sense as citizens of the State.


Well, gentlemen, I do not wish to take up any more of your time and thank you again for the honor you have done to me. I shall always be guided by the principles of justice and fair play without any, as is put in the political language, prejudice or ill-will, in other words, partiality or favoritism. My guiding principle will be justice and complete impartiality, and I am sure that with your support and co-operation, I can look forward to Pakistan becoming one of the greatest nations of the world.


I have received a message from the United States of America addressed to me. It reads:
I have the honor to communicate to you, in Your Excellency’s capacity as President of the Constituent Assembly of Pakistan, the following message which I have just received from the Secretary of State of the United States:
On the occasion of of the first meeting of the Constituent Assembly for Pakistan, I extend to you and to the members of the Assembly, the best wishes of the Government and the people of the United States for the successful conclusion of the great work you are about to undertake.


When you read this and look at today’s Pakistan, 60 years later, EVERYTHING that Jinnah warned us against is now in Pakistan…. and politicians use the great Quaid’s name to justify anything that they are doing.
Before you follow or elected anyone, make sure that they don’t have the qualities that Jinnah said would destroy Pakistan. We now need to work hard to TAKE BACK PAKISTAN to follow Quaid-e-Azam, Allama Iqbal and Chaudhry Rehmat Ali, and Liaquat Ali Khan’s vision of Pakistan, which has been polluted.

I dreamt
Seeing which I began
To get impatient

I saw that
To a place I am going
Where everywhere was dark
And paths are not reaching

With the confidence I gathered
A queue I saw
Where boys had assembled

Emerald-like garment
They were wearing
In every hand
A little lamp was burning

Without making any noise
To and fro they were moving
Lord alone knows
Where exactly were they going?

While in this thought
My son did I find
Standing in this set
And left behind.

He was at the back
‘coz he was not quick.
The lamp in his hand
Was not getting burnt.

I said ‘Dear One!

Restless I am
In your separation

A necklace of tears

Islam's Stance on Celebrating Birthdays

In the Name of Allah, Most Gracious, Most Merciful.
All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.

Islam teaches Muslim to have a unique character and to be distinguished. A Muslim is weaned on morality and avoiding blind imitation. Islam supports the celebration of a birthday if it is an expression of gratitude to Allah for His bounties, sustenance and blessings in man’s life, as long as that celebration does not include anything that may displease Allah, the Almighty. 
Focusing on the issue of celebrating birthdays, we would like to start by citing the following: 
"In Islam, birthdays are not considered `eid (a festival) like `Eidul-Fitr or `Eidul-Adha, because `eids have conditions and guidelines such as not being allowed to fast during the days of Eid. Therefore, birthdays are simply occasions of a person's date of birth and are a matter of culture. If a person wants to commemorate his/her date of birth, then he/she may do so, especially if he/she takes the opportunity to reflect on the past and pledge to be better during the following year. However, to make the birthday an important occasion is not recommended or encouraged." (Excerpted, with slight modifications, from: www.islamicity.com) 

Shedding more light on the issue, the prominent Muslim scholar Sheikh Tajuddin Hamid Al-Hilali, Mufti of Australia and New Zealand, states: 
"A Muslim has a distinguished personality. He should not imitate others in evil things and leave the good ones. Talking to our children about their birthdays, we should remind them that on such days they should remember the blessings of Allah and praise Him for giving them life and guidance. It would be better if we ask them to offer something in charity as a form of showing gratitude. 
Still there is nothing wrong if we try to make them feel happy on that day as long as we are using lawful things. It is better if we make it a day ahead or a day after. You said that your children insist on having such a celebration, and this is really dangerous. If the child insists on having his desires fulfilled at this early age, what is going to happen when he grows older? We need to be alarmed and never allow Western traditions that are based on individualism, to ruin our families. Thus, calling birthdays `eids is not accepted, for this has no basis in Islam. At the same time, there is nothing wrong if we use these occasions to inculcate Islamic principles in our children, like showing gratitude to Allah, praising Him and seizing the chance of this life in performing good deeds since the older we grow the nearer to the grave we come." 

Speaking about the same issue Sheikh Faysal Mawlawi, Deputy Chairman of the European Council for Fatwa and Research, adds: 
“Permissibility is the original ruling in this case, as there is no evidence of prohibition. The principle of not following the Jews and Christians is really required in matters of their false claims and beliefs in relation to religion. Such beliefs are no more than disbelief from an Islamic perspective. 

Islam supports the celebration of birthdays if it is an expression of gratitude to Allah for His bounties, sustenance and blessings in man’s life, as long as that celebration does not include anything that may displease Allah, the Almighty. In this context the Prophet (peace and blessings be upon him) was asked about fasting on Mondays, and he answered: “It is the day on which I was born.” Muslim scholars take this hadith and the hadith of fasting on the Day of `Ashura’ (10th of Mharram) as evidence on the permissibility of celebrating good occasions, which have special significance in our religion such as occasions like the birthday of the Prophet (peace and blessings be upon him). 

In this context, people must be aware that celebrating such occasions, e.g. the Prophet’s birthday, is no more than a matter of habit, and by no means a religious requirement. However, if it entails any forbidden practices, such a celebration becomes forbidden for that reason alone. Moreover, a celebration of this sort becomes recommended if it includes recommended acts of worship. 

It is also right to say that such celebrations contain some aspects of innovation, however it is an innovation in matters of popular habits not in matters of religion. Actually innovation in habits is not prohibited. What is prohibited in this context is innovation in religion, as indicated in a well-known Prophetic hadith. 

By analogy, there is nothing wrong in celebrating birthdays, as long as the celebration does not include any forbidden practices.” 

11 Solid Ways To Improve Your Time Management Skills

What time is it? by fotologic. Time management is a skill that many of us seem to learn through necessity. The problem with learning a skill through necessity is that, more often than not, bad habits creep in and, although the skill may be useful in general, we do not use it to its full potential.

Taking the time to read up on improving your time management skills can lead to great rewards.

  • The elimination of procrastination and avoidance-of-tasks
  • Easier, quicker, evaluation of your work and abilities
  • Less worrying about deadlines
  • More productivity
  • More relaxation time, and,

Time management is a skill that takes time to development and perfect. It also is a skill that is different for everyone. Your best bet is to try a variety of different approaches until something clicks in your brain and sticks in your routine.

Here are a handful of tips to consider:
  1. Make Lists: Write as much down as you can. If you don’t carry a planner or notebook already, start. Personally, I’ve always preferred a small, simple, white-lined notebook because you aren’t restricted by the various boxes and lines of the average planner.

    A simple To Do List is often a huge help to anyone, but I can attest gleefully to the 3 Lists of 3 Method more than any other. You’re goal is to avoid a list that reaches outrageous length and is overwhelming to even look at.
  2. Make Use of Down Time: Using walking, driving, showering, or otherwise “dead” times to plan. Think about what your goals are for that day or the next. Which goals are most important? Prioritization is the key.
  3. Reward Yourself: Whenever you accomplish something, especially the important things, make sure to take the time to reward yourself. A Clockwork Orange author Anthony Burgess’ used the “Martini Method” to get things done. Burgess set a goal of 1,000 words per day. When he finished his word count, he’d relax with a martini and take the day off. Maybe a martini isn’t the ideal reward for some of us, but the method stands useful.
  4. Concentrate on One Thing: The human mind works more efficiently when it is focused. As we’ve seen before multitasking is actually a disadvantage to productivity. Focus on one thing and get it done. Take care not to bleed tasks into each other. At times, multitasking may seem like a more efficient route, but it is probably not.
  5. Avoid Procrastination at All Costs: When trying to be more productive and trying to save time, procrastination should be avoided like nothing else. It is the ultimate productivity-killer.
  6. Set Personal Deadlines: Nobody likes deadlines. They cause stress, aggravation, worry, and, more stress. A guaranteed way to alleviate some of this stress is to set your own earlier deadlines. Be realistic but demanding of yourself. Challenge yourself and, referring to tip 3, reward yourself for a meeting a difficult challenge. Not only will this save you time and make you more productive in the long run, but you will also have a buffer time with little to no penalties compared to those received for missing a real deadline. Of course, this tip has potential for abuse, so be sure to make your own penalties for missing your personal deadlines.
  7. Delegate Responsibilities: It is not uncommon for people to take on more than they can handle. The overestimation of one’s abilities, though not necessarily a bad thing, can often result in stress and more work for an individual. To avoid this unnecessary stress, do not feel bad about delegating tasks.
  8. Set up a Long Term Planner: In the everyday drab of life, we can often lose sight of our goals. Setting up a long term planner will help you envision your long term goals and rationalize your current objectives. Whenever you find yourself thinking “Why am I putting myself through this work right now? I could be home watching Lost.” just take a look at your long term planner and you’ll be reminded of paying off your mortgage or saving up enough for your child’s college tuition. Revise this long term planner monthly to keep goals up-to-date.
  9. Employ a program like RescueTime: This is a lightweight app that records and graphs how you spend your time on your computer. Those “2-minute” breaks to check out Digg, or play a flash game on some website, or email Aunt Betty, can add up to quite a bit of wasted productivity and wasted time. RescueTime will allow you to see exactly how you spent your time and will even send a weekly report to your email.
  10. Work in a Team: This tip works hand-in-hand with tip # 7. Although giving up responsibilities is a scary thought for some, it is an invaluable method to increase the average team productivity of all involved. Make sure the team goals are clear and make sure everyone knows who is responsible for given tasks. Make sure all lines of communication are always open. A clogged or blocked line will have the opposite effect on productivity. Give tasks to those who are best suited for them and things will get done faster.
  11. Be Careful to Avoid Burnout: Burnout occurs when your body and mind can no longer keep up with the tasks you demand of them. Don’t try to force yourself to do the impossible. Delegate time for important tasks, but always be sure to leave time for relaxation and reflection. Review your recent accomplishments and make sure you feel good. Review and reflection is one of the best ways to gain confidence and higher confidence means more productivity.
An individual skilled in time-management stands to gain much more from everyday life than the next guy. Try employing these tips in your everyday life and watch the productivity grow.

A True Story

There was once a man who was an enemy to Islam. He had three famous questions that no person could answer. No Islamic scholar in Baghdad could answer his three questions...thus he made fun of Islam in public. He constantly ridiculed Islam and the Muslims. One day a small boy, who`s age was 10, came along and heard the man yelling and screaming at Muslims in the street. He was challenging people openly to answer the three questions.
The boy stood quietly and watched. He then decided that he would challenge the man. He walked up and told the man, "I will accept your challenge".

The man laughed at the boy and ridiculed the Muslims even more by saying, "A ten year old boy challenges me. Is this all you people have to offer!"

But the boy patiently reiterated his stance. He would challenge the man, and with Allah`s help and guidance, he would put this to an end. The man finally accepted.

The entire city gathered around a small "hill" where open addresses were usually made. The man climbed to the top, and in a loud voice asked his first question.

"What is your God doing right now?"

The small boy thought for a little while and then told the man to climb down the hill and to allow him to go up in order to address the question.

The man says "What? You want me to come down?"

The boy says, "Yes. I need to reply, right?"

The man made his way down and the small boy, age 10, with his little feet made his way up.

This small child`s reply was "Oh Allah Almighty! You be my witness in front of all these people. You have just willed that a Kafir be brought down to a low level, and that a Muslim be brought to a high level!"

The crowd cheered and screamed "Takbir"...."Allah-hu-akbar!!!"

The man was humiliated, but he boldly asked his Second question... "What existed before your God?"

The small child thought and thought.

Then he asked the man to count backwards. "Count from 10 backwards."

The man counted..."10, 9 ,8 , 7 , 6, 5, 4, 3, 2, 1,0"

The boy asked, "What comes before 0 ?"

The man: "I don`t know...nothing."

The boy: "Exactly. Nothing was before Allah, for He is eternal and absolute."

The crowd cheered again...."Takbir!"...."Allah-hu-akbar!!!!"

The man, now completely frustrated, asked his final question. "In which direction is your Allah facing?"

The boy thought and thought.

He then asked for a candle. A candle was brought to him. The blessed child handed it to the man and asked him to light it.

The man did so and remarked, "What is this supposed to prove?"

The young boy asked, "In which direction is light from the candle going?"

The man responded, "It is going in all directions."

The boy: "You have answered your own question. Allah`s light (noor) goes in all directions. He is everywhere. There is no where that He cannot be found.

"The crowd cheered again...."Takbir!"...."Allah-hu-akbar!!!"

The man was so impressed and so moved by the boy`s knowledge and spirituality, that he embraced Islam and became a student of the young boy.

So ended the debate.

Who was the young boy?

The young boy was one of our leaders and one of the greatest scholars, Imam Abu Hanîfa (May Allah bless him).

6 Ways to Become Productive on Facebook

I know, I know, Facebook and productivity are words that don't belong in the same sentence. I mean in many ways, these words are antonyms, just like night and day.

Well, I'd contend that it depends on your perception of the tool. Yes, it is a social network that's supposed to be used primarily for fun and staying in touch. But, there's a lot more to Facebook than just commenting on your friend's status. It's an information heaven. And unless you know how to use it productively, it is, as some call it, a waste of time.

This article attempts to introduce you to some practical Facebook productivity tips that you should be implementing when you are on this network. No, it doesn't lessen the fun; it actually adds to it. Check them out and share your opinion in the comments.

Set aside time
Here's the first tip - set aside time everyday for Facebook (if you visit it everyday that is). It could be multiple time intervals of, let's say, 15 or 20 mins or just one stretch of an hour or two. But set aside time and stick to that schedule. Sounds silly? Well, you have no idea how much time you end up spending on Facebook each day. This is the first step towards becoming productive with this site. Know how much time you spend there!

One more thing I'd recommend is using a timer to track the time when you are on Facebook. You should do it initially for a few days at least. Later, once you get used to the fixed time thing, you might not need the timer any more.

Create friend lists
You'd agree that there's a trend of randomly adding friends on Facebook, whether you know the person or not. You see a friend request, glance at the profile for a second or two and then add the person. I do it too and that's how I've got a huge list of Facebook friends. It's bigger than I can manage. But thanks to friend lists, I can filter information easily.

Creating friend lists in Facebook is a way to keep track of close friends and give priority to their updates. Here's an article that tells you how to create a friend list in Facebook chat. It helps you selectively appear offline to a group of people. You could also create friend lists by going to "Friends" on the left column in your home page and then clicking "Create List" tab on the top.

Master the privacy settings
I'd say it is very important to be aware of the various privacy settings in Facebook and how to set them according to your preferences. It could save you a lot of time and hassle in the long run. I know people who've spent days regretting joining Facebook because of things, they didn't know could happen, happened. And most of the time, it is because they were unaware of Facebook's privacy settings.

Remove Annoying Apps
Most of us end up adding a lot of unnecessary applications to our Facebook account. And we keep getting those updates and notifications that increase clutter in the profile and news feed. Plus, there have been security issues with some apps in the past.

Removing the apps you hardly use is recommended. It'll clean up your profile too. Although Facebook doesn't make the process obvious, you can follow this step by step guide to remove the Facebook apps you don't need.

Filter Your News Feed
Filtering Facebook's news feed lets you segment information and see what matters first. Friend lists can help you filter information related to them. You could also check out the options in the left column to quickly skim through status updates, photos, events etc.

Use an email update tool like NutShellMail
By default, Facebook delivers email updates about your account to your inbox. And if you are very active Facebook user, it could mean a huge number of emails everyday.

The best way to go about it is turning off all the email updates (except for one or two important ones) and using a tool like NutShellMail that sends consolidated account email updates. I personally use this tool and have found it very useful. Even if I don't visit Facebook on certain days, it keeps me informed. And all that in a single email.

Interview of Muhammad Ali Jinnah with Doon Campbell, Reuters' Correspondent, New Delhi, 21st May 1947

Doon Campbell: What sort of relationship do you envisage between Pakistan and Hindustan?

Muhammad Ali Jinnah: Friendly and reciprocal in the mutual interest of both. That is why I have been urging: let us separate in a friendly way and remain friends thereafter.


Doon Campbell: How would you divide the armed forces? Do you envisage a defence pact or any other kind of military alliance between Pakistan and Hindustan?


Muhammad Ali Jinnah: All the armed forces must be divided completely, but I do envisage an alliance, pact or treaty between Pakistan and Hindustan again in the mutual interest of both and against any aggressive outsider.


Doon Campbell: Do you favour a federation of Pakistan states even if there is to be partition of Punjab and Bengal?


Muhammad Ali Jinnah: The new clamour for partition that is stated is by the vocal section of the caste Hindus in Bengal and the Sikhs in particular in the Punjab will have disastrous results if those two provinces are partitioned and the Sikhs in the Punjab will be the greatest sufferers; and Muslims under contemplated Western Punjab will no doubt be hit, but it certainly will deal the greatest blow to those, particularly the Sikhs, for whose benefit the new stunt has been started. Similarly in Western Bengal, caste Hindus will suffer the most and so will the caste Hindus in Eastern Punjab.


This idea of partition is not only thoughtless and reckless, but if unfortunately His Majesty’s Government favour it, in my opinion it will be a grave error and will prove dangerous immediately and far more so in the future. Immediately it will lead to bitterness and unfriendly attitude between Eastern Bengal and Western Bengal and same will the case with torn Punjab, between Western Punjab and Eastern Punjab.


Partition of Punjab and Bengal, if effected, will no doubt weaken Pakistan to a certain extent. Weak Pakistan and a strong Hindustan will be a temptation the strong Hindustan to try to dictate. I have always said that Pakistan must be sufficiently strong as a balance vis-à-vis Hindustan. I am therefore, deadly against the partition of Bengal and the Punjab and we shall fight every inch against it.


Doon Campbell: Will you demand a corridor through Hindustan connecting the Eastern and Western Pakistan States?


Muhammad Ali Jinnah: Yes.


Doon Campbell: Do you envisage the formation of a Pan-Islamic state stretching from the Far and Middle East to the Far East after the establishment of Pakistan?


Muhammad Ali Jinnah: The theory of Pan-Islamism has long ago exploded, but we shall certainly establish friendly relations and cooperate for mutual good and world peace and we shall always stretch our hand of friendship to the near and Middle East and Far East after the establishment of Pakistan.


Doon Campbell: On what basis will the central administration of Pakistan be set up? What will be the attitude of this Government to the Indian States?


Muhammad Ali Jinnah: The basis of the central administration of Pakistan and that of the units to be set up will be decided no doubt, by the Pakistan Constituent Assembly. But the Government of Pakistan can only be a popular representative and democratic form of Government. Its Parliament and Cabinet responsible to the Parliament will both be finally responsible to the electorate and the people in general without any distinction of caste, creed or sect, which will the final deciding factor with regard to the policy and programme of the Government that may be adopted from time to time.


As regards our attitude towards Indian States I may make it clear once more that the policy of the Muslim League has been and is not to interfere with the Indian States with regard to their internal affairs. But while we expect as rapid a progress as possible in the various states towards the establishment of full responsible government, it is primarily the concern of the ruler and his people.


As regards the position of the states in the light of the announcement made by His Majesty’s Government embodied in the White Paper of the 20th of February, I wish to make it clear that the states are at liberty to form a confederation as one solid group or confederate into more than one groups, or stand as individual states. It is a matter entirely for them to decide. And it is clear, as I can understand, that paramountcy is going to terminate and, therefore, they are completely independent and free. It is for them to adjust such a matter as there may be by virtue of their treaties and agreements with the paramount power. They must consider as completely independent and free states, free from any paramountcy, as to what is best in their interest and it will be open to them to decide whether they should join the Pakistan Constituent Assembly or the Hindustan Constituent Assembly – Constituent Assemblies must be and will be two sovereign Constituent Assemblies of Pakistan and Hindustan.


Doon Campbell: In general terms what will be the foreign policy of Pakistan? Will it apply for membership of the United Nations?


Muhammad Ali Jinnah: The foreign policy of Pakistan can only be for peace and friendly relations with all other nations and we shall certainly play our part in the membership of the United Nations.


Doon Campbell: On which major power is Pakistan most likely to lean?


Muhammad Ali Jinnah: The one that will be in our best interests. It will not be a case of leaning to any power, but we shall certainly establish friendship and alliances which will be for the benefit of all those who may enter into such an alliance.


Doon Campbell: What sort of relationship do you envisage between Pakistan and Britain?


Muhammad Ali Jinnah: The question can only be decided by the Constituent Assembly of Pakistan and as I understand the situation, a relationship between Pakistan and British can be established which will be really beneficial for both. Pakistan cannot live in isolation, nor can any other nation do so today. We shall have choose our friends and I trust, wisely.


Doon Campbell: What are your views in regard to the protection of minorities in Pakistan territories?


Muhammad Ali Jinnah: There is only one answer: The minorities must be protected and safeguarded. The minorities in Pakistan will be the citizens of Pakistan and enjoy all the rights, privileges and obligations of citizenship without any distinction of caste creed or sect.


They will be treated justly and fairly. The Government will run the administration and control the legislative measures by its Parliament, and the collective conscience of the Parliament itself will be a guarantee that the minorities need not have any apprehension of any injustice being done to them. Over and above that there will be provisions for the protection and safeguard of the minorities which in my opinion must be embodied in the constitution itself. And this will leave no doubt as to the fundamental rights of the citizens, protection of religion and faith of every section, freedom of thought and protection of their cultural and social life. - API
